The discussions have included both on-field rule changes, pushed by Commissioner Rob Manfred, and proposals from the union to improve competitive balance.

While the DH could come to the National League, it might still take a few years, depending on how negotiations go.

Major League Baseball has proposed that a team not be allowed to bring in a reliever until the previous pitcher has faced three batters or an inning ends.

While pitch clocks are possible for this season, some changes are more likely to evolve slowly.

A single trade deadline before the all-star break, to replace the traditional July 31 deadline and the August 31 waiver-trade deadline.

A reduction in mound visits from six to five.

Until the current Collective Bargaining Agreement expires after the 2021 season, the current DH rules for MLB - American League teams use it, National League teams don't - will remain in place. The union proposed the idea, but the commissioner is more anxious about the pace of play rather than making the game more exciting with another hitter in the lineup rather than seeing a pitcher try to put down a bunt in the second inning with one out and a runner at first. The pitch-clock would penalize pitchers or hitters who stall between pitches with a ball or a strike call. However, the three-batter minimum and 12-pitcher maximum would make left-handed specialists in the bullpen harder to keep on the roster. Major League Baseball has proposed to the players' association that the 10-day list go back to a 15-day minimum, its level before 2017.

Owners meetings are scheduled for this week and spring training begins next week. The union has also seen the issue of "tanking" - teams stripping its payroll and hoarding prospects and draft picks - as a fundamental problem.

All right, so the hope is that the next CBA the players get the universal DH that they want.
