President Trump said that he would agree to a steel fence rather than a concrete wall on America's southern border yesterday as the budgetary fight that has closed parts of the federal government entered its third week.

Trump's demand for wall funding has led to a partial shutdown of the federal government that has so far lasted 16 days.

Trump's acting chief of staff Mick Mulvaney told CNN on Sunday that Democratic negotiators seemed to have come to the talks Saturday "to stall".

'The discussion immediately turned to a bunch of technical requirements or technical requests that the Democrats were asking for the first time ever in these negotiations, so I think this is going to drag on a lot longer.

The Democrat-controlled House passed spending bills that would fund the government agencies that have shut down until September 30, and Homeland Security until February 8, giving the parties time to negotiate border security.

President Donald Trump plans to visit the USA southern border on Thursday, leaving Washington for the first time since the partial federal shutdown began 16 days ago over his demand for funding for a wall along the border with Mexico. While Vice President Pence eagerly tweeted about weekend talks between the White House and Congress, there was one thing which stood out from the photos released by his office - there were no lawmakers from either party involved. Democrats, though, said the administration failed in both the meeting and the letter to provide a full budget of how it would spend the billions requested on the wall, money the president wants from Congress. "I am in the White House ready to go, where are the Dems?"

Funding the wall through a national emergency, however, would remove the main point of contention with Congress, clearing the way to end the government shutdown and resume paying the federal workers affected. He wrongly claimed that he'd never called for the wall to be concrete. "He's not building a wall anymore, ' that should help us move in the right direction", Mulvaney said.

Trump is showing no signs of budging on his demand for more than $5 billion for a wall along the U.S. -Mexico border.

Over the weekend, the federal agency tasked with guaranteeing USA airport security acknowledged an increase in the number of its employees calling off work. However, she said they are looking at all different options.

'This wall will pay for itself many times during the course of the year, ' he vowed.

"Look, if Harry Truman couldn't nationalize the steel industry during wartime, this President doesn't have the power to declare an emergency and build a multibillion dollar wall on the border", Schiff said.

Outside the White House on Sunday, Trump said he "can relate" to the federal employees who aren't being paid during the shutdown.

"This is national security we're talking about", he said on Friday. In his announcement speech during that election, Trump had promised that "I would build a great wall, and nobody builds walls better than me, believe me, and I'll build them very inexpensively". Among Senate GOP moderates, Susan Collins of ME expressed support for the Democratic move on Sunday.

Speaker Nancy Pelosi said the House would begin considering individual appropriations bills this week that would reopen the government, starting with legislation that would return workers to the Treasury Department, including the IRS, followed by measures to open the departments of Agriculture, Housing and Urban Development, and the Interior.
