Separately, a Reuters correspondent in Crimea on Wednesday observed a Russian navy minesweeper ship, the Vice-Admiral Zakharin, heading for the Sea of Azov, which is used by Ukraine and Russia and is a source of growing tension.

Ukraine and the West repeatedly have accused Russian Federation of fueling the conflict by providing rebel forces with weapons and other support, a charge Moscow denied despite strong evidence to the contrary.

The Ukrainian parliament on Monday voted in favour of Poroshenko's request for martial law, which gives authorities the power to mobilise citizens with military experience, regulate the media and restrict public rallies in affected areas.

Olexiy Makeyev, the Ukrainian foreign ministry's political director, told Al Jazeera on Wednesday that the development was "dangerous not only for Ukraine" but the whole Black Sea region.

"It is an excuse to introduce martial law in Ukraine", RIA Novosti cites the president.

The sea is home to major ports of both Russia and Ukraine, and can be reached only through the Russian-controlled Kerch Strait near where Sunday's incident took place.

Later in the day, following Ukrainian President Pyotr Poroshenko's order, the Council of National Security and Defense of Ukraine made a decision to impose martial law in the country. Ukraine insists they are prisoners of war, says some were seriously injured in the confrontation and has asked the International Red Cross to arrange a visit to see them.

Trump and Putin had been originally scheduled to meet in Paris earlier this month.

"We repeated a categorical demand to the Russian side to immediately release the captured citizens of Ukraine from custody and ensure their safe return to their homeland", the statement said.

"I think we are at a crossroads", Mr Xi said.

The European Union was "dismayed" by Russia's use of force against Ukrainian naval vessels in the Kerch Strait, calling the incident "unacceptable".

Lavrov said Ukrainian warships had ignored maritime law when they tried to enter the Kerch Strait, aiming to create a scandal for domestic political purposes and USA encouragement for such acts "saddens me greatly". "This can be the best guarantee for the security of this area from Russian aggression", says Parubiy.

Meanwhile, U.S. State Department spokeswoman Heather Nauert urged European states to do more to support Ukraine and said Washington wants to see tougher enforcement of sanctions against Russian Federation.

"Russia wants to consolidate its illegal annexation of Crimea and annex the Sea of Azov... and seems to hope that the worldwide community will simply acquiesce and accept this new reality".
