  • U.S. Secretary of State Mike Pompeo right and Kim Yong Chol a North Korean senior ruling party official and former intelligence chief arrive for a lunch at the Park Hwa Guest House in Pyongyang North Korea

Trump said the meeting, which had been due to take place on Thursday in NY, would be rescheduled, and that he still expected to hold a second summit with North Korean leader Kim Jong Un early next year. No reason was provided for the postponement.

The State Department is keen to kick off working level talks with the North Korean side, which Pompeo said the North had agreed to during their last meeting.

"We will reconvene when our respective schedules permit", she said in a statement.

"The improvement of relations and sanctions are incompatible", said a statement carried by the official Korean Central News Agency.

Atwood also noted that North Korea's state-run news agency KCNA has recently put out aggressive messages saying the Kim regime only suspended its nuclear testing with the expectation that the US would begin easing sanctions.

Mike Pompeo was subsequently commissioned to negotiate, especially with Kim Yong Chol, a senior north Korean leaders, the content and timing of this commitment is still vague.

In a wide-ranging news conference after congressional elections, Trump said he was willing to accede to North Korea's key demand of easing sanctions "but they have to be responsive to us".

The State Department previously announced that the meeting agenda would be focused on making progress on the four points of the Singapore summit agreement, including "achieving the final, fully verified denuclearization" of North Korea.

But the growing divide between the USA and South Korea also has many concerned, as liberal President Moon Jae-in pushes for closer Korean ties including demilitarizing the border and increasing economic cooperation.

Kim Yong-chol had been booked for a flight from Beijing to NY on Wednesday.

Radio Free Asia reported in late October North Korea is making worldwide roaming available to a select group of Chinese visitors.

North Korea's foreign ministry has warned that Pyongyang will "seriously" consider reviving its nuclear weapons program unless the sanctions are lifted. He said he wasn't anxious and that sanctions against North Korea remain in full effect. U.S. Ambassador to the United Nations Nikki Haley has also accused Russian Federation of cheating on U.N. sanctions on North Korea.

Asked about earlier remarks by U.S. Joint Chiefs of Staff chairman Gen. Joseph Dunford that Washington will have to make "some changes to the military posture" if negotiations with North Korea make progress, JCS spokesman Patrick Ryder told Voice of America that it is not considering scaling down its defense posture in South Korea.
