Among the suspects are 15 members of an alleged "hit squad" that Turkey claims was sent to Istanbul to kill The Washington Post columnist who had written critically of Saudi Crown Prince Mohammed bin Salman.

ABC News interviewed Hatice Cengiz, the fiancee of Saudi journalist Jamal Khashoggi, who was killed in the Saudi consulate in Istanbul, Turkey in early October.

Mr Khashoggi's family vehemently denied that he was in any way risky or a member of the Muslim Brotherhood. "In other words, we did not get the impression that they were keen on genuinely cooperating with the investigation", the official said.

That version has aroused considerable skepticism among Saudi watchers, considering bin Salman's vast control over what happens in the kingdom.

The US Secretary of State has said it would be a "handful more weeks" before Washington had evidence to impose sanctions on Saudi Arabia over the murder of Jamal Khashoggi.

It emerged this week that bin Salman called Khashoggi a "dangerous Islamist" in a phone call with advisor to Donald Trump, Jared Kushner, just before Turkish police said they believed the missing journalist was dead.

Germany and Switzerland have vowed to halt arms sales to Saudi Arabia until the case is clarified.

While insisting the United States did not condone Khashoggi's killing, the top USA diplomat said the United States had "deep and long-term strategic relationships" with Saudi Arabia and "we intend to make sure that those relationships remain intact".

The kingdom has faced worldwide condemnation for the journalist's murder and its shifting official accounts of his disappearance last month.


Riyadh initially denied it had anything to do with the critic's disappearance and then changed its story several times, first claiming Khashoggi died in a fist fight before admitting Turkish evidence suggested his killing was premeditated.

It has arrested 18 suspects, who, it says, will be prosecuted in Saudi Arabia.

Fidan, the Istanbul prosecutor, on Wednesday said that Khashoggi was strangled shortly after entering the consulate and that his body was dismembered afterward.

Pompeo told a local radio station in St Louis that the USA had "deep and long-term strategic relationships" with Saudi Arabia and said "we intend to make sure that those relationships remain intact".

He said France was not "dependent on our economic relations with Saudi Arabia" and the country would impose sanctions, but no details were given.

Following more than two weeks of denials, Saudi Arabia admitted on October 19 that Khashoggi had been killed in a brawl inside the consulate in Istanbul.

"The Trump administration has taken a position that is devoid of moral foundation", she wrote, adding that "there will be no cover-up".
