The Pakistani foreign minister shot back, saying India had called off talks three times - "each time on flimsy grounds".
India's Ambassador to the United Nations, Syed Akbaruddin, posted the statement in a tweet, along with a video clip of Ms Gambhir speaking at the UN. "For over 70 years it has remained on the agenda of the U.N. Security Council and a blot on the conscience of humanity".
Ms Gambhir is India's First Secretary in the Permanent Mission of India to the United Nations.
"Let me recollect for the new government of Pakistan the outpouring of sorrow and pain in India that followed the massacre of innocent children in 2014".
India on September 29 expressed deep sympathies to the people and government of Indonesia, and assured all help to the southeast Asian nation where a tsunami triggered by a strong natural disaster has killed almost 400 people. Sushma Swaraj said that the charge that India has sabotaged the talks process is a lie.
# Addressing the challenge of climate change: "If we have to save the world from the adverse effects of climate change, then developed nations must lift the deprived with financial and technical resources", says Sushma Swaraj.
In a separate opinion piece titled "Ugly face of BJP-ruled India", former Pakistan ambassador to the UN Munir Akram hit out at India's "concocted reasons" for cancellation of talks and explained the "nasty, brutish and short lives of the vast majority of the Indians" under the present Narendra Modi-led government.
"Will Pakistan deny that UN-designated terrorist Hafiz Saeed enjoys a free run inside Pakistan and spews venom and sets up candidates for electoral office?"
Qureshi's afternoon speech prompted a vehement response from India, which exercised its right of reply at the end of the daylong meeting and accused Pakistan of spreading "fake allegations and fake facts".
"Before preaching to the world, championing of human rights should begin at home", Gambhir said.
The foreign minister said Pakistan is ready to hold dialogue with India to curtail arms race between the two nuclear states. "India believes talks and terror can't go together". "It was the USA security forces that found and killed bin Laden in Pakistan".
Describing terrorism as an "existential threat" to humanity, Swaraj said that even as the perpetrators of the 9/11 terror attacks in NY met their fate, the mastermind of the 2008 Mumbai terror attack Hafiz Saeed still roams the streets of Pakistan with impunity.
"We accepted the proposal", Swaraj said. "For a new vision to materialize, Pakistan must demonstrate that it has moved beyond a narrative of distortion, deception and deceit", she said.
Foreign minister Sushma Swaraj on Saturday launched a broadside against Pakistan for what she described as its "commitment" to use of terrorism as an instrument of state policy and its verbal duplicity in masking its role as a sponsor of terrorism.
