Following the downing of the Il-20, Moscow announced on Monday that it would finally equip Syria with S-300 air defense systems - a decision that had been indefinitely delayed at Tel Aviv's request.

The decision to transfer the S-300 comes after a Russian war plane was shot down in Syria on September 17, leading to the loss of 15 Russian military personnel.

Russia has chose to arm its Syrian partners with an advanced anti-aircraft weapons system and to target the electronic systems of any military aircraft that launches strikes in Syrian territory, the Russian defence ministry said Monday in response to losing a spy plane last week.

Russian Federation and Israel set up a hotline in 2015 to avoid accidental clashes in Syria.

There were rumours in late April, just weeks after the US, Britain, and France launched strikes on Syria from both air and sea, about the possible provision of Russian S-300 anti-missile batteries to the Syrian regime.

Russian Federation plans to deploy the S-300s, which will replace less-effective S-200 systems, in the next fortnight and defence analysts believe it will pose a significantly increased danger to Israeli aircraft seeking to attack Syrian targets. Israel rejected the claim.

The Russians are now quiet about the fact that their military in Syria misread the unfolding battle and initially reported that a French frigate was involved in the attack against the Iranian missile facility in Latakia.

The systems will also be able to track and identify Russian aircraft. Major General Igor Konashenkov alleged that an Israeli fighter jet "deliberately" used the Russian Il-20 as a shield, and the Syrians mistook it for an Israeli aircraft and shot it down.

According to the, nearly seven Ilyushin Il-76 military transporters of Russian Air Force have arrived at Khmeimim military airbase on 22 September.

But Mattis did push back on the S-300 deployment, saying that "any additional weapons going in to support Assad keeps him in a position of threat to the region".
