It can affect as many as 31.4 million people in the region, according to the United Nation's Global Disaster Alert and Coordination System.

According to the Philippine Star, the Philippine Atmospheric, Geophysical and Astronomical Services Administration defines a "super typhoon" as a typhoon with "maximum sustained winds of 220 kilometers per hour".

Typhoon "Mangkhut", to be named "Ompong" once it enters the Philippine Area of Responsibility, is expected to bring moderate to heavy rains in most parts of the country starting Wednesday until the weekend, the weather bureau said. Storm warnings have been raised in 25 provinces across the main northern island of Luzon, restricting sea and air travel.

Over the next two days, the typhoon will travel towards Vietnam's northern coastal provinces from Quang Ninh to Nam Dinh.

"I worry especially for houses made of light materials", said Marilou Cayco, governor of Batanes, a chain of seven remote islands 240 km (149 miles) off the mainland where she said up to 3,000 families could be "battered".

Residents board up windows in Sta. Around 10 million people in the Philippines are in the storm's path, and millions more in heavily populated coastal China.

The typhoon was slightly changing its track, Mamba said, adding that authorities needed to rapidly reassess where to redeploy emergency teams and supplies.


Schools and offices are being closed and farmers are racing to save crops. The threat to agriculture comes as the Philippines tries to cope with rice shortages.

Officials said other northern provinces started evacuating residents Thursday from high-risk areas, including in northern mountain provinces prone to landslides.

President Rodrigo Duterte adjusted his schedule on Thursday so he can lead the command conference on the government's preparation for Typhoon Ompong.

On Guam, where Mangkhut already passed, residents dealt with flooded streets, downed trees and widespread power outages.

The Pacific Daily News reported government agencies were conducting damage assessments and beginning to clear roads.

About 80 per cent of the US territory was without power but it was restored by Thursday morning.

With winds that may gust up to 240km/h, Mangkhut is expected to be more powerful than the Super Typhoon Wanda that resulted in heavy casualties in 1962 and the Super Typhoon Hato, which triggered the highest level typhoon warning signal past year. In 2013, Super Typhoon Haiyan killed more than 6,300 people in the Philippines.
