As he braces for Hurricane Florence, President Donald Trump is stoking new outrage over his refusal to accept any blame for the relief effort following Puerto Rico's monster storm a year ago.

The mayor of Ceiba, Angel Cruz Ramos, told CNN he's grateful for the generosity, but believes that too much water was delivered at the wrong time.

In a second tweet, Trump said the 2,975 death toll was a plot by Democrats to make him look bad.

Earlier this month, the island's governor formally raised the death toll from Hurricane Maria to an estimated 2,975 from 64 following a study conducted by researchers at The George Washington University.

The governor of Puerto Rico, who commissioned the research, said he accepted the estimate as official.

Trump said Tuesday, "I think Puerto Rico was incredibly successful".

The Republican president suggested the hurricane death toll was artificially inflated by adding those who passed away from natural causes such as old age.

"Bad politics. I love Puerto Rico!" he wrote.


"Puerto Rico was, actually, our toughest one of all because it's an island, so you just - you can't truck things onto it".

While the storm was directly and immediately responsible for a smaller number of deaths, an independent report placed the number of deaths blamed on the hurricane at 3,000. After all, that storm's official death toll sits at almost 3,000.

"We'll handle it. We're ready, we're able, we've got the finest people I think anywhere in the world", he added in a video message posted on his Twitter account.

Chávez, the GSA administrator, said he was in contact with FEMA and the Department of Health to test the water.

It's not the first time Mr Trump and Ms Cruz have exchanged taunts on social media, with the San Juan leader having been critical of slow pace of the relief effort by federal authorities at the time of the category-four hurricane.

The President's refusal to ever admit a mistake and to hype his own perceived achievements struck a jarring note, even as he tried to project a smoother response to the potentially historic hurricane bearing down on the Carolinas. Puerto Rico's electrical grid, which Trump correctly says was already in bad shape before Maria landed, was knocked out by the storm.

She also said Trump was trying to bully Puerto Rico with his tweets and called him "delusional, paranoid, and unhinged from any sense of reality".
