Faulkner said the plan will be submitted to Congress and, if approved, will bring the total of Coalition Support Funds that have been cut to $800 million since early this year.

Defence secretary Jim Mattis, in particular, had an opportunity to authorise $300 million in the so-called Coalition Support Funds (CSF) this summer if he saw concrete Pakistani action in going after insurgents.

Trump in August previous year unveiled his new South Asia policy and asked Pakistan to do more against such groups.

Sameer Lalwani, co-director of the South Asia programme at the Stimson Center think tank in Washington, said: "It is a calibrated, incremental ratcheting up of pressure on Pakistan".

Pakistan's new foreign minister said he will "have exchanges" with U.S. Secretary of State Mike Pompeo over Washington's cancellation of a $300 million disbursement for the Pakistani military when he visits Islamabad on Wednesday. "The suspension of security assistance to Pakistan was announced in January 2018", Pentagon spokesman Lt Col Kon Faulkner said.

Pakistan does not agree with the USA view that India has a role to play in bringing peace to Afghanistan, the nation's Information and Broadcasting Minister Fawad Chaudhry has said. "We will strengthen bilateral ties under context of mutual interests.", Qureshi added.

"We will listen to their point of view, and we will present our position to them", he said. The US and others have long complained that Pakistan provides safe haven to militant networks, allowing them to carry out cross-border attacks in Afghanistan.


To a question about options for Pakistan to get the stopped funds, Qureshi said Pakistan will talk to the U.S. because the money was already spent by Pakistan. "We have spent it", Qureshi said. That agenda includes using terrorists to shape the post-war future in Afghanistan - a future they wish to dominate.

"There are two sides of a picture".

A Pakistani official, speaking on the condition of anonymity, said he was unaware of a formal notification of the U.S. decision on assistance but said one was expected by the end of September.

He added that there is a trust deficit between Pakistan and the USA but the government wants to improve the ties and build trust between the two countries.

Pompeo and Dunford are expected to hold talks with the newly elected government, led by longtime opposition politician Imran Khan, and military chief General Qamar Javed Bajwa.

Responding to cut in military aid by Trump administration, Pakistan's foreign minister Shah Mehmood Qureshi on Sunday vowed to "restore relations with United States by remaining within sphere of respect".

"The United States has foolishly given Pakistan more than 33 billion dollars in aid over the last 15 years, and they have given us nothing but lies & deceit, thinking of our leaders as fools", Trump wrote on Twitter at the beginning of the year. While Washington insists that Pompeo raised the issue of terrorism Islamabad says the issue did not figure in the telephonic talk.
