The Red Cross said 55 civilians were killed and 170 injured "when a series of explosions rocked densely populated districts of the coastal city, including a fish market and the area around Al-Thawra Hospital" - a facility supported by the ICRC.
Hodeidah authorities said these air attacks were absolutely unanticipated because both the Houthi fighters and the Saudi-UAE coalition had declared the suspension of hostilities in Yemen, recognising the United Nations peace efforts. One woman at the protest said: "All the world knows what happens in Yemen and no country did anything for Yemen - didn't help".
A Saudi-led Sunni coalition, which has the backing of the United States, has been at war with the Iran-backed Houthis since 2015 to restore the government of Hadi.
Saudi Colonel Turki al-Malki said on Al Arabiya television on Thursday: "Coalition did not carry out any operations in Hodeidah today".
The war has left around two-thirds of Yemen's population of 27 million relying on aid, and over 8 million at risk of starving.
"If this is what's starting to happen, civilians are at risk, infrastructure is at risk and we as the worldwide community have to demand that the two parties come together and understand the seriousness of this", Haley said.
Lise Grande, UN humanitarian coordinator for Yemen, earlier said hundreds of thousands of people depend on Al-Thawra, the country's largest hospital.
On Tuesday Yemen's Houthi group said, it was unilaterally halting attacks in the Red Sea for two weeks to support peace efforts.
Yemen may be on the brink of a new cholera epidemic, with a heightened death rate due to widespread malnutrition, the World Health Organisation has said.
Save the Children estimated that 6238 people - half of them children - leave Hodeida on average "every single day". While the Houthi rebels have endorsed the idea of such talks, as have the Saudis, the Saudi-backed Hadi government has spurned the idea of making any sort of deal that includes rebel representation in future governments.
He said the time is long past to resume the political process, and after consulting the internationally recognized government and Houthi Shiite rebels he plans to invite them for consultations in Geneva on September 6, including to discuss a framework for peace negotiations.
Yemen's war has killed almost 10,000 people and triggered what the United Nations calls the world's largest single humanitarian crisis, with more than eight million Yemenis at risk of starvation.
