Theresa May has removed powers for negotiating Brexit from the Department for Exiting European Union and moved them to the Europe Unit in the Cabinet Office, headed by the prime minister's Europe advisor Olly Robbins.

Mr Raab said: 'I want to make sure we can persuade everyone - grassroots, voters, parliamentary party and ministers, including in the Cabinet - that we've got the best deal and the best plan to get the best deal'.

Unveiling the plans in a white paper in the House of Commons, Brexit Secretary Dominic Raab described it as "another key milestone in the UK's path to leaving the EU".

"So in that sense from the day the Mansion House speech was delivered [when the prime minister set out plans for the UK's future relationship with the European Union on 2 March] we've been thinking about how we deliver it and how to make sure the negotiation position we advance with the European Union is sufficiently precise to achieve our objectives".

The pro-EU Tory said: "We have been calling for some time for the Government to set out the full consequences of no deal".

There will be no net reduction to staff numbers in Mr Raab's department, she said.

But he reiterated it was also increasing no-deal planning.

"I will be deputising for the Prime Minister in the negotiations".

Labour said Mr Raab had been "sidelined" after just 15 days in the job, while the Leave Means Leave campaign said Mr Robbins had "seized control" of the process, guaranteeing that Brexit would be "in name only". "The ball is now in the EU's court, and don't get me wrong, there will be plenty more negotiations, I've made that clear, but if they show us the same level of ambition, energy, pragmatism, this deal gets done in 12 weeks", he said.

The new Brexit Secretary has refused to deny claims that the Government is planning to stockpile food in case the United Kingdom is forced to leave the European Union without securing a deal with Brussels.

"There must be a firm commitment in the withdrawal agreement requiring the framework for the future relationship to be translated into legal text as soon as possible", Mr Raab told MPs.

A hardline stance by the British government on the financial settlement could complicate progress, with Raab insisting on the link with the bill and a future agreement. This would allow for the new Bill to pass through Parliament in late 2018 and early 2019.

Germany's foreign ministry is proposing that Britons who apply for German citizenship before the end of the Brexit transition period should be able to keep both passports.

In Brussels, officials will discuss the future relationship, the Ireland-Northern Ireland situation and the remaining issues in the withdrawal agreement.
