A USA police officer has quit amid an inquiry into his response to a woman who was racially harassed while wearing a Puerto Rican flag shirt.
Besides the man's actions and comments, it was the apparent inaction of a forest preserve police officer, seen in the background, that elicited heavy criticism.
Cook County Commissioner Jesus "Chuy" Garcia called Connor's resignation "a commonsense decision after his inaction and failure to serve Cook County".
In the video, a man later identified as Trybus confronts and screams at a woman about her shirt, telling her she should not be wearing it in the United States.
Supt Randall said that Ms Irizarry deserved to be praised for her response amid a national trend of "racially charged, abusive incidents we're seeing throughout the country". The footage showed the officer seemingly ignoring the woman's requests for his help as she explains that the man is harassing her and that she has a permit to be in the public space.
Forest preserve officials said they "are further addressing aspects of this incident" and more details are forthcoming. He was supposed to face a disciplinary hearing Thursday.
"Officer, officer, I feel highly uncomfortable", Irizarry tells Connor, who does not appear to respond to her as he is addressed, and can be seen turning his back and walking toward his police auto.
Trybus is facing a misdemeanor assault charge. President Woodrow Wilson in 1917 signed into law the Jones-Shafroth Act, granting US citizenship to residents of Puerto Rico.
Puerto Rico is a USA territory, and its residents are American citizens.
The 62-year-old has now been handed two additional charges, of committing a hate crime, after video his racist harassment went viral.
He said his agency would re-examine the diversity training for its officers and other employees. He gets closer to her and asks "Are you a citizen?"
The officer was put on desk duty while officials investigated.
Irizzary then tries to plead Connor again, saying: 'Officer, I paid for a permit for this area, I do not feel comfortable here, is there anything you can do?'
Irizarry says Puerto Rico is part of the United States and the man approaches her multiple times.
The officer can then be seen talking to the man who gesticulates back and tells him to "shut the f*** up".
More officers then arrived at the scene and a female cop sat Trybus down and threatened to charge him.
Irizzary was wearing a shirt made to look like the Puerto Rico flag, with the words "Puerto Rico" written on the top. "People have just as much right to be here as you do, and when you're drunk you don't belong here". We can not allow those who do not understand America's greatness to terrorize people due to their background. Puerto Rican residents have been American citizens since 1917 and have the right to vote in U.S. presidential primaries but not in presidential elections.
