  • People take part in a candlelight vigil near the Capital Gazette the day after a gunman killed five people inside the newspaper’s building in Annapolis Md

The White House permitted Annapolis mayor Gavin Buckley to lower USA flags on federal buildings to half-staff Tuesday in remembrance of the mass shooting at The Capital last week after Buckley said it denied his initial request.

The Baltimore Sun reported on Monday that Trump declined a request from Annapolis Mayor Gavin Buckley to order that flags be lowered to half-staffed - a move usually taken to honour victims of national tragedies.

Trump has ordered the lowering of flags for other mass shootings including May's shooting in Santa Fe, Texas, that left 10 dead at a local high school and February's shooting at a Parkland, Florida, high school in which 17 people were killed.

White House spokeswoman Lindsay Walters said the decision was made Monday night "as soon as the president heard about the request from the mayor".

"Americans across the country are united in calling upon God to be with the victims and to bring aid and comfort to their families and friends".

"I spoke with the mayor last night and again this morning to let him know the president's decision", Sanders said.

Trump, meanwhile, bears at least some degree of responsibility for this shooting, according to The Columbia Journalism Review, as he has consistently called the press "the enemy of the people". "It's just as important as any other tragedy".

Four journalists and a sales associate were killed in the attack Thursday that police said was carried out by Jarrod Ramos, who had threatened employees of the paper before.

Buckley had also considered ordering flags lowered to half-staff apart from Trump's approval or disapproval, but he says his wife talked him out of it.

Just after the shooting, Maryland Gov. Larry Hogan ordered the state flags to be set at half-staff from Friday until Monday's sunset. "It was", Sanders said. "The events of today are heartbreaking and a senseless tragedy". He also chronicled Maryland government for more than a decade.
