Conte, whose government includes the anti-establishment 5-Star movement and far-right League, had earlier refused to endorse a summit text on security and trade until other leaders had pledged to help Italy manage Mediterranean arrivals.
The deal hinges on "voluntary" actions from European Union states on hosting migrant centres or taking refugees from other states, but Conte said that "procedures" could be used against countries who do not commit to respecting the agreement.
President Emmanuel Macron said the new secure centres would be reserved for countries on key migrant routes such as Malta, Italy, Spain or Greece and not France. Southern European states have long felt disproportionately affected by the influx of migrants arriving on their shores, while many central and eastern states vehemently oppose any relocation policy that would lift that burden by sharing migrants among member states.
"We still have a lot of work to do to bridge the different views", Ms. Merkel said.
