Canada becomes 2nd country to fully legalize marijuana

Ontario has so far announced locations for only four of its government-run stores; the former Liberal government planned to have 40 open by year's end, but with incoming premier Doug Ford having mused during the election campaign about opening sales to the private sector, plans in the country's largest province could still change.

The Senate had wanted to remove the provision that allowed police to conduct random roadside alcohol tests, but the House of Commons sent a message to the Upper Chamber saying it would be rejecting that change, despite accepting others.

In the Commons, New Democrat MP Don Davies attempted to pass a motion calling on the government to immediately pardon Canadians convicted of simple cannabis possession - something that will no longer be a crime as of October 17.

According to a report published by Deloitte, almost two-thirds of current cannabis consumers are likely to transition to legal channels and pay more for product post-legalization. The motion did not muster the necessary unanimous consent.
