Italy's premier-designate quits bid to form government

Leader of the anti-establishment Five Star Movement Luigi Di Maio demanded today that Italian president Sergio Mattarella be impeached after talks to form a government collapsed over the inclusion of a eurosceptic economy minister.

Italy, the eurozone's fourth-biggest economy, has been without a government since elections in March because no political group can form a majority.

The gains were led by the Milan FTSE MIB stock exchange, which jumped almost 2% as investors backed Carlo Cottarelli, an economist formerly with the International Monetary Fund, to form a technocrat government.

The former International Monetary Fund official said that he would plan for general elections after August if his government loses parliamentary votes of confidence, or in early 2019 if it wins the ballots in the lower house and in the Senate.

"I am very angry", Di Maio said.

Giuseppe Conte has refused to be Italy's prime minister, Ugo Zampetti, secretary-general at the presidency, said on Sunday. Italy's FTSE MIB index turned negative on the day after climbing 1.4 per cent earlier as financials and utilities stocks surged.

Mattarella became the target of populist rage when he said he rejected the populists' choice of Paolo Savona for finance minister for the good of the country and the financial "savings of families" that had been endangered by rising bond spreads and market concerns.

While he had approved all their other ministerial picks, Mattarella said he had the right to block nominations that could harm the country.

Cottarelli said in such a case, the government's principal job "would be the ordinary administration of government and to accompany the country to elections after the month of August".

"Mattarella's choice delays risk but may lead to stronger populist sentiment at the next elections, which is worrisome", said Rosamaria Bitetti, lecturer in public policy at Rome's Luiss University.

"I want this institutional crisis to be taken to parliament. and the president tried", he added, specifying the charges would made under article 90 of the constitution.

Mr Savona, a former industry minister, has questioned whether Italy should ditch the euro as its currency.

The euro was 0.35 percent higher at $1.1693 after falling on Friday to $1.1646, its lowest since mid-November, losing more than 1 percent on the week.

The chances of the economist gaining approval for any technocrat government are slim, as Five Star and the League boil with anger at their own coalition stumbling on the home straight.

With the president's rejection of Savona, the deal holding together the two rival parties, which won the most parliamentary seats in the March vote, risks falling apart, making another election this year likely.
