This meeting is the second face to face summit between the two leaders this year, after they held a secret meeting in Beijing in March.

According to state-run Korea Central News Agency (KCNA), Kim had seen two clocks on the wall that showed two separate times for the Koreas.

Donald Trump is also due to speak to President Xi today via telephone in a conversation which will include North Korea.

The United States has ratcheted up the level of denuclearization it is demanding to a "permanent, verifiable and irreversible dismantlement" (PVID) of North Korean nuclear weapons.

Pompeo said he hoped to be able to outline a set of conditions that would create the opportunity for a historic change in the security relationship with North Korea and added that sanctions would not be lifted until USA objectives were met.

A summit is planned between Mr Trump and Mr Kim - a location and date are said to have been chosen, but has yet to be announced publicly.

There are no regular commercial flights between Dalian and North Korea and the airport was closed to other aircraft while the plane departed, NHK reported.

Xi-Kim meeting took place amid concern in Beijing that the North Korean leader is getting too close to USA sidelining China pointing to its declining importance in the Korean Peninsula peace process.

"As long as relevant parties abolish their hostile policies and remove security threats against the DPRK, there is no need for the DPRK to be a nuclear state and denuclearization can be realized", Xinhua quoted Kim as telling Xi.

Chinese President Xi Jinping and North Korean leader Kim Jong-un met surreptitiously for the second time in less than two months, a development which reflects growing proximity between the two countries ahead of Pyongyang ruler's crucial meet with US President Donald Trump this month.

He says they'll also discuss North Korea, where he says "relationships and trust are building".

China is North Korea's most important economic and diplomatic backer, but Beijing has been angered by Pyongyang's repeated nuclear and missile tests and supported tough United Nations sanctions against its Cold War-era ally.

Since then, Kim made a highly-publicised visit to South Korea and held a summit meeting with South Korean Prime Minister Moon Jae-in.

North Korea's state media reported that Kim traveled to Dalian via a special plane and he was accompanied by his powerful sister Kim Yo-jong and Ri Su-yong, a vice party chairman on global affairs.

Though rumors are likely widespread, North Korea's media still have not explicitly confirmed the expected summit with Trump.

North Korean state news media on Tuesday criticized Japan for continuing to support tough sanctions against the North, with Rodong Sinmun, the country's official newspaper, calling it "tantamount to throwing cold water over easing tensions on the Korean Peninsula".

Throughout the day on Tuesday there was speculation on Chinese websites that a North Korean leader was in China, though China's foreign ministry said earlier it had no information and Chinese state media did not carry any reports.
