"The ambassador got out ahead of things this time", the senior administration official, who deals with the issue, told Reuters on condition of anonymity.

When Trump's new economic adviser, Larry Kudlow, was asked about this, he said Haley "got ahead of the curve". The official spoke to The Associated Press on condition of anonymity to describe private discussions.

Trump's national security team seemed to have reached enough of a consensus on punishing Russian Federation for its de facto support for the attack that left at least 75 dead that Haley told CBS' "Face the Nation" on Sunday that Treasury Secretary Steven Mnuchin would be unveiling sanctions on Russian Federation the next day.

Kudlow said additional sanctions are under consideration but have yet to be implemented. "There might have been some momentary confusion about that".

But Monday came and went without an announcement.

"With all due respect, I don't get confused", she said in a statement released Tuesday afternoon.

The dispute between Haley's team and the White House had been playing out largely behind the scenes since Haley's initial comments.

Earlier this month, the Trump Administration issued fresh sanctions against almost 40 top Russian business leaders, officials and companies for their destabilizing activities. But while Haley was left out of the loop, the White House was quick to contact the Russian embassy in D.C. after her interview to offer assurances that no such sanctions were coming, according to an official at the Russian Foreign Ministry. But she should realize by now that even if she works at the United Nations, she's still a member of the Trump administration, which means that she's just taking up space until the president sees a bus he needs to throw her under. Russia's unexpectedly muted response to US airstrikes on Syria may have prompted the president to make a sudden decision to hold off on the next escalation of sanctions.

"There will be sanctions as soon as they very much deserve it", he said.

One anonymous official said Haley had made "an error that needs to be mopped up".

After Haley's comments, some in the administration suggested the sanctions now being considered could be rolled out Monday.

It was not immediately clear whether Trump had spoken directly to Haley since her Sunday statement.

Valentina Matvienko, the speaker of Russia's upper house of parliament said: "Russia's response to the sanctions, our so-called counter-sanctions, will be precise, painful, and without question sensitive for exactly those countries that imposed them (the sanctions) on Russian Federation".

On Capitol Hill, House Speaker Paul Ryan, R-Wis., applauded the administration Tuesday as having "moved miles in the right direction" on Russian Federation policy. In particular, the foreign minister announced that the U.S. president invited his Russian counterpart to Washington during a phone call. It'd be the same dynamic that first got Steve Bannon into hot water with Trump when he landed on the cover of Time as "The Great Manipulator".

"I am 100% sure that the military will not allow this to happen and neither President Putin nor President Trump will allow this to happen", Lavrov said.
