The United States has been warning retaliation against what it called chemical attacks by the Syrian army on the rebels, including in Eastern Ghouta, where the Syrian army was steadily advancing.

Worldwide chemical weapons experts will go to the Syrian town of Douma to investigate a suspected poison gas attack, as the United States and other Western powers consider military action over the incident. Bolivia also opposed it while China abstained.

The attack in Douma on Saturday involved Syrian government warplanes, and according to monitoring groups, included the use of sarin nerve gas.


Russian Federation was joined by Bolivia in voting "no" at the Security Council in NY on Tuesday afternoon, while China abstained.

White House spokeswoman Sarah Huckabee Sanders said in a statement on Wednesday morning (AEDT) that the President will not attend the Summit of the Americas in Lima, Peru or travel to Bogota, Colombia as planned.

Ms Haley said the draft resolution was not impartial or independent since it would allow Russian Federation to veto investigators and staff for the new body - and to block its findings.

"And it will be met forcefully", he said.

Pierce earlier accused Russian Federation of abusing "the power of veto to protect Syria".

French President Emmanuel Macron has indicated that he supports a "strong, joint response" to the reported chemical attack.

An official said the US, France and Britain were considering military options that would be more extensive than the punitive, one-day strike last April. The officials spoke on condition of anonymity to discuss internal discussions.
