But the controversy was compounded as it emerged the president's prepared notes for the call had specifically warned him "DO NOT CONGRATULATE" - with a hunt now underway for the person who leaked the document.

Putin, who had also been the Prime Minister of Russian Federation on two earlier terms, had been the president of Russian Federation since 2012.

Yermakov - the head of the ministry's non-proliferation and arms control department - alternated between tough talk and quips and said in response to a question from a British official: "I am ashamed for you".

It was that rationale that Mr. Trump appeared to embrace on Wednesday. The Senate Judiciary chairman said he wouldn't comment specifically about the call, but told CNN.

Peskov has served as the presidential press secretary since 2012. The two presidents subsequently sat down together at last summer's G-20 meeting in Germany, and at an Asia-Pacific economic summit in November.
